MINUTES – MALLTRAETH YMLAEN
WEDNESDAY – 27 MARCH 2019
A warm welcome was given by the Chairman to all residents and guests who attended the meeting.

MINUTES OF MEETING HELD 27 FEBURARY 2019 & MATTERS ARISING:
Minutes were approved as a true record of events and were unanimously accepted by the group.
POLICING MATTERS: PCSO Alison Williams not present.
COUNCIL TAX INCREASE: Letter sent by Dafydd on behalf of Malltraeth Ymlaen to Council re Council Tax increase had the desired effect. Council Chairman had been upset re contents and had contacted a member of Malltraeth Ymlaen re ‘disparaging remarks’. Meeting unanimous in not sending a letter of apology. Dafydd received email from Council Leader who with her Deputy are happy to attend a Q&A session at a Malltraeth Ymlaen meeting. Meeting unanimous in their agreement for Dafydd to invite the Council Leader to the next group meeting on 24th April.
Cllr Rogers reminded meeting that an alternative budget had been proposed with an increase of 5%. Anglesey had the lowest GDP in UK and this was the first rise that had been above 5% in the history of Council Tax on Anglesey.
BETHEL PAVEMENT: Cllr Rogers reported that he had meeting with new Director of Highways, Huw Percy. No land has been purchased and consequently there can be no Welsh Government support without the purchase of relevant land. Compulsory purchase orders had not been activated by the authority. Authority has no budget for improvement. Group suggested Dafydd contact Huw Percy and arrange a meeting to discuss problem. This scheme was first proposed for completion 21 years ago
FUND FOR WALES UPDATE: Still waiting for response re funding for exercise class. Heart Research UK application had been unsuccessful.
COMMUNITY CENTRE: Authority confirmed price at circa £90k. Dafydd still convinced Lease & Trust Deed gives community right of use until 2087. Authority have requested Community Centre Trustees complete a Transfer of Asset application which would give community exclusive rights to purchase site. Before any commitment to purchase site, important that costs are looked at very carefully. A request was made as to who Community Centre Trustees are. Dafydd explained it is a representative body consisting of:
- Cllrs x 2 seats
- School governing body x 2 seats (this will end on 31 March 2019
- Malltraeth Ymlaen x 1 seat
- RVS x 1 seat
- Church x 1 seat
- Over 50s x 1 seat
- Bodorgan Juniors Football x 1 seat
- Community Bingo x 1 seat
- Bodorgan Community Council x 1 seat
- Co-opted seats x 2
FLOOR PLANS: Floor plans of community centre were available for everyone to see. Community Centre Trustees are looking at areas of funding eg National Lottery, Welsh Assembly, etc. The value of building on the open market would be approx. £135k however lease would affect ‘open’ market price. There is a precedent of authority selling council buildings for £1 ie Mentor Mon. Authority have appointed external solicitors in Cardiff. Community Centre Trustee’s solicitors are waiting to hear from them. Dafydd to arrange for community to see round the building when we know more.
BANK ACCOUNT: As there is no letter box at the community centre no mail is now being delivered to site. Malltraeth Ymlaen’s registered address with bank and Companies House is community centre. Meeting agreed to change correspondence address to Dafydd’s home address temporarily.
FUTURE EVENTS: Look at holding a quiz night in May with cheese & wine. Memorial event in memory of Ali in July. Jude will organise memorial event with Dafydd.
2019 – 150 CLUB: Draw will start next month. {draws 1 & 2}
COMMUNITY ISSUES:
- Pot holes Cross Street Malltraeth – Cllr Rogers to pursue
- Hannah Roberts still planning mother and toddler group. Awaiting funding application decision
- Over 50s group – Santander closing in Llangefni request made to transfer money into Malltraeth Ymlaen account which would be ring-fenced. This will also apply to mother and toddler group when set up.
